If I return to the default daemon.conf and client.conf, audio works in Budgie, but not in Chrome Remote Desktop (XFCE). Chrome Remote Desktop logs gives the same 'Connection refused' error, only this time its in the remote desktop and not on my locally running Budgie Desktop. It seems I can only get one of them working at a time. MX Linux is a Debian-based Linux distro and uses the Xfce desktop environment. The distro is popular mainly due to its MX Tools utility, which is a compilation of several GUI-based tools that come in handy to get things done or even for fixing issues quickly. It ships with Firefox as the default web browser.
Xfce is a lightweight desktop environment for Unix-like operating systems. It aims to be fast and lightweight, while still being visually appealing and easy to use.
Xfce consists of a number of components that together provide the full functionality of a desktop environment. They are packaged separately and you can pick and choose from the available packages to create the best personal working environment.
One of Xfce's priorities is adherence to standards, specifically those defined at freedesktop.org. This allows Xfce to seamlessly interoperate with programs written for other desktop environments, if those programs follow the specified standards.
Xfce is based on GTK+ version 2 (like Gnome 2).

From the console
On Debian 9 and before, to start Xfce from the console:
no~/.xinitrc file must be present
the ~/.xsession file must contain: exec ck-launch-session startxfce4.
install the libpam-ck-connector package
in /etc/pam.d/common-session, beforepam_ck_connector.so, insert session optional pam_loginuid.so
See the startx manual page for more information.
Troubleshooting
I see screen tearing: Try disabling compositing in Window manager settings.

You’ve used many desktop environments by now on Linux. Such as Unity, GNOME 3, KDE 5 Plasma and many more. But some of them are heavyweight. That is, they require modern hardware such as graphics (GPU) and processor (CPU). They also take up a lot of RAM. Unity desktop environment and GNOME 3 desktop environment are an example of heavyweight desktop environments. They have lots of desktop effects and smooth animations which makes them look fancy. But being fancy doesn’t make it good everywhere.Suppose you have an old computer that you want to revive, you will want something very lightweight to throw at it. Such as desktop environments that take up less RAM, less CPU and GPU processing power. Most probably you don’t want to invest on your old hardware. Even if you wanted, you may not be able to find components for your hardware at any IT Store.
Again if you’re using a Virtual Private Server (VPS), which has limited RAM and processing power, you don’t want to use a desktop environment at all. Because without a desktop environment installed, your programs can use all the available resources. But if you’re really new to Linux, then you may need a desktop environment. Even if you do install one, you will always want it to use as less RAM and other system resources as possible. So your other programs can use most of the system resources.
XFCE desktop environment is a very lightweight desktop environment. At the time of this writing, the latest version of XFCE desktop environment is 4, also known as XFCE 4. It takes up a lot less RAM. It does not require modern CPU and GPU to function. It can run on very old hardware without any issue. For example, XFCE desktop environment version 4 (XFCE 4) takes up about 219 MB of RAM to run.
